Key findings

Fifth opinion on Croatia offers information and findings regarding the population census, legal and institutional framework for the protection of national minorities, hate speech and hate crime, possibilities for intercultural dialogue among minority groups, portrayal of minorities in the media and existence of minorities’ media, policies concerning national minorities and Roma with emphasis on minorities’ education, language and culture and participation in public affairs and in socio-economic life.

Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)

The Framework Convention provides for a monitoring system to evaluate how the treaty is implemented in states parties. It results in recommendations to improve minority protection in the states under review. The Advisory Committee is responsible for providing a detailed analysis on minority legislation and practice and for adopting country-specific opinions. These opinions are meant to advise the Committee of Ministers in the preparation of its resolutions. Monitoring cycles take place every 5 years, consisting of stages: submission of a report, monitoring process, committee of Ministers’ resolutions to state parties and follow-up dialogue on the results of the monitoring.
